| 【摘要】 |
自新中国成立以来,集体林权制度前后经过五次大的调整,相应的林权流转政策也在不断调整。当前进行的集体林权制度改革是以家庭承包制为主要特征,其主要内容是以产权安排为基础。家庭联产承包责任制提高了林地资源的配置效率,但也存在缺陷和不足。林权市场化流转是解决家庭联产承包责任制深层缺陷的必然选择。林地是林区群众安身立命之本,妥善解决林权流转引发的问题,对于维护林区的社会稳定和林区经济的发展至关重要。 |
