| 【摘要】 |
对江苏平原地区集体林权制度改革进程进行分析,发现林农和基层组织的改革意愿不太强烈,笔者探究了其中存在的一些主客观原因。从林地、林权和农民阶层碎片化现实,以及林业的比较效益,城市化进程,森林分类区划、区域林业定位等角度进行了剖析,认为只有采取相应的制度,提高集体林权的产权量化、分配并合理地进行产权流转,从根本上解决林权碎片化带来的产权分配失衡问题,才能有效地保护集体成员的利益,实现农户增收、集体资本增值的目的,从而解决平原地区集体林权制度改革中的一些难题。 |
