| 【摘要】 |
本文从我国林权改革的实践出发,在分析我国林地流转内涵及其必然性的基础上,对福建省林地流转的现状进行了调查,详细阐述了林地流转中的弱市场化问题,如林地流转中流转效率低下、集体林地流转存在制约因素等问题。同时,文章提出了林地流转弱市场化趋势调控机制的构建,包括促进林地流转的外环境建设;健全林地流转的法律法规体系,建立规范化的林地流转制度;保证林业政策的稳定性;改革限额采伐制度;完善林地流转的市场服务体系,提高林地流转效率。 |
