林权流转实际上是林业家庭联产承包责任制的延伸和发展,其主要目的是实现林地的规模经营,提高林地的经营效率,促进林业产业化进程。本文阐述了林权流转的现势性;分析了林权流转的现状:虽然最近两年林权流转速度明显加快,但从现实的流转效果来看,林权流转的比例偏低,流转效率低下;通过对制约林权流转的因素解析,提出了提高林权流转效率的路径。 |
