中国应该通过能源技术的进步和创新消除能源对可持续发展的制约,能源技术的 R&D 储存非常重要。相比能源技术发达国家,中国能源技术的 R&D 储存十分落后,但是同时面临知识扩散和 R&D 外溢的机遇,应该正确选择战略方向、集中资金和人才开展 R&D,积极改善和利用国外 R&D 储存。战略方向包括节能技术、能源材料、重大装备制造和新能源。 |
