福建集体林业产权制度改革产权明晰后,广大林农最关心的是与利益最直接相关的林木采伐处置权。通过对福建"以经营方案为依据,以小班面积为控制,以可持续经营为目标的森林采伐管理"制度进行研究和评价,探讨林木处置权制度变革对落实经营主体的林木处置权,对实现林业可持续经营具有现实意义。 |
