中国森林资源从蓄积总量、人均占有量、林种、林龄结构等方面决定了木材供给能力有限,中国原木的需求增长主要通过进口来满足,但依赖国际市场少数主要来源国的资源供给对于中国资源安全和整个林业产业安全是不利的。应该重视国际间限制原木出口的关税调整以及国外对华反倾销措施的影响,努力贯彻资源节约和综合利用发展规划,通过可持续发展林业应对木材资源安全问题。 |
