由于受国内原材料供给不足、纸张需求旺盛、有利于进口纸浆的贸易政策和人民币升值等因素的影响,中国每年都进口大量纸浆,纸浆贸易呈现连年的贸易逆差,而且这种逆差可能会持续较长时间。纸浆贸易逆差不但会耗费大量外汇,还直接威胁到造纸业的产业安全,因此中国应该发展循环经济、竹浆产业、林纸一体化、对外直接投资并调整贸易政策来解决纸浆贸易逆差带来的问题。 |
