| 【摘要】 |
福建集体林业产权制度改革后,集体林区的国有林场在林业生产和生态建设方面的功能更加突出。笔者以福建三明市国有林场为例,在对国有林场发展中存在的问题进行分析的基础上,提出科学界定国有林场类型,加强国家的财政投入,改革国有林场的分配制度政策措施,以实现多元价值之间政策的价值取向均衡。 |
