合理开发利用森林资源是全球可持续发展战略的重要组成部分。随着经济的发展与生态环境的日益恶化,森林资源的管理日益重要。笔者从政府的经济性管制和社会性管制两个方面来讨论林业管理的行政许可证制度问题,并根据森林经营和林业产权的特点,提出进一步建立和完善林业管理的行政许可证制度,通过森林采伐限额、林权证、碳排放许可证、排污许可证等制度的建立,实现林业可持续发展。 |
