| 【摘要】 |
农村合作经济组织作为一种政府主导型的制度创新,与政府衍生出复杂的关系。林业产业的特殊性以及集体林权制度改革的完成产生了对林业合作组织的特殊需要,而由于政府在干预林业合作组织的过成中角色定位不恰当,对林业合作组织的发展造成潜在的危险性。借鉴西方国家在合作组织发展中角色定位的一般理论,提出我国政府对待林业合作组织应该采取“比较热情”的态度。政府能够准确实现其职能的关键在于对干预尺度和时间的把握。 |

As one kind of government leadership system innovation, the rural cooperative economic organizations grow the complex relations with the government.
