| 【摘要】 |
福建经过三年的集体林业产权制度改革,基本上实现了明晰林业产权,“均山均林”的阶段性改革目标。目前的核心问题是如何控制日益表面化的利益冲突,构建利益协调机制。鉴于林业生产和各利益主体之间利益冲突的特殊性,通过有效的制度安排,实现制度对利益冲突的控制,建立主体地位平等,规范有序的林地使用权、林木所有权流转机制,加强对林地、林木资源的监督和管理等制度,以实现改革的最终目标。 |
