完善的政策环境对非公有制林业的发展是非常重要的,通过对非公有制林业发展的法律和政策环境现状的分析,提出进一步完善林地使用权制度、林业采伐限额制度的政策措施,并通过制定鼓励非公有制林业发展政策金融和财政税收政策,保证非公有制林业健康发展。 |

Integrated policies are crucial for the non-public forestry ownership development.Based on the analysis on the current laws and policies of non-public forestry ownership development,this paper points out that the non-public forestry ownership development shall be guaranteed by further improvement of the utility system of forest land,the policy of harvest limitation and the establishment of the financial and tax policies on encouraging the non-public forestry development. |
